Malaysia is one of the 17 world’s megadiverse countries and is committed to maintaining at least 50% of its land area covered by forests and trees. In doing so, Malaysia has recognized the strategic role of all parties in protecting ecosystem services and ensuring their sustainable use. The Forest Conservation Certificate (FCC) is an innovative financing mechanism.
Participation in the FCC is open to: (a) Federal government/ministries and related agencies; (b) state governments and agencies; (c) landowners or entities with a clear legal title to the land or public land; and (d) non-government or private entities with written approval from the state government allowing them to apply for and hold a certificate under the FCC for conservation activities on the specified area of public land.

Proponents receive funding for forest conservation projects, with funds raised through voluntary contributions from donors. Disbursements are based on project progress and compliance with agreed terms.

Proponents are awarded FCC certificates that recognize their efforts in sustainable forest management and conservation.

FCC Framework encourages stakeholder engagement, including local communities and Indigenous Peoples, fostering inclusive conservation efforts.

Projects are validated, monitored, and verified by Independent Verification Bodies (VBs) to ensure transparency and accountability
